Justices Lean Toward Allowing Air-Quality Rules
WASHINGTON - The U.S. Supreme Court indicated in arguments Wednesday that it will clear the air by allowing Southern California to require operators of public and private vehicle fleets to buy low-polluting models that conform with local regulations.
