Attorneys Feel Hopeful About Guest Workers
WASHINGTON - While expressing concern that President Bush's proposal to give millions of undocumented workers temporary legal status to work in the United States would lead to exploitation of workers and problems with those who want to remain in the country permanently, immigration lawyers praised the plan as a major breakthrough for immigrants.
