Nixon Defender Is Concerned With Impeachment's Vagaries

SAN FRANCISCO - Judge Charles E. Wiggins, who 24 years ago was a staunch and eloquent defender of President Richard Nixon during the Watergate impeachment hearings, says that now, as then, he believes the phrase "high crimes and misdemeanors" should be interpreted narrowly and impeachment invoked only for crimes.
