SEC policy change may not affect many cases

The Securities and Exchange Commission's announcement that it will scrap its policy of allowing some defendants to settle civil cases without admitting or denying wrongdoing could change perceptions the agency lacks backbone.

The Securities and Exchange Commission's announcement Friday that it will scrap its policy of allowing some defendants to settle civil cases without admitting or denying wrongdoing could change perceptions the agency lacks backbone. But defense lawyers and even one top SEC enforcement official agreed the consequences in boardrooms and courtrooms will be slight.
