SAN FRANCISCO - A federal judge Wednesday struck down a California prison rule that prevents inmates from receiving Internet-generated pages by mail. U.S. District Judge Claudia Wilken in Oakland issued a permanent injunction based on a suit by Pelican Bay inmate Frank Clement. Her order bars the California Department of Corrections from enforcing any policy rejecting California inmate mail "based solely on the fact that the mail contains information downloaded from the Internet."
