Legal Orphans

Forum Column - By Christopher Blake - In Re Jayson T., 97 Cal.App.4th 75 (2002), lays bare an ugly secret of the dependency system - the "legal orphan." A legal orphan is a child who has been legally freed for adoption but has not been adopted - and never will be. Such children will languish in foster care. Some will be our future criminals, others will be the homeless that we pass on the streets and some will make it.
