Wrong Target

Professor Erwin Chemerinsky, in his Daily Journal article ("Righteous Reform," Forum, Nov. 17), discussed what he perceived to be the problems and solutions involving the Los Angeles Police Department. Much of what he discussed was found either in his report on behalf of the L.A. Police Protective League or in the report of the Rampart Independent Review Panel.
