SAN FRANCISCO - In a sharply worded ruling, a federal judge in San Francisco ordered the FBI and other federal agencies Tuesday to explain their refusal to hand over information about why two peace activists are on the government's "no-fly" list, which allows airline passengers to be detained and even prevented from flying.
