By Granting Rights to Water, the State Creates Property

A federal judge in Washington, D.C., recently ruled that farmers in California's Central Valley are entitled to compensation because the federal government reduced their water rights to save endangered species in the Delta. Tulare Lake Basin Storage District v. United States, 49 Fed.Cl. 313 (2001).
