Shine a light on 'postcard' dispositions of habeas petitions

This is Sunshine Week 2015 - the week that folks across the country celebrate open government and access to public information. With that in mind, here's an open government issue in California that needs attention: the way habeas corpus petitions in our state courts continue to be routinely disposed of via so-called "postcard" denials in spite of dramatic shifts to the law in this area that have created a need for change.
