State appeals court skeptical of argument that MICRA cap is unconstitutional

SAN FRANCISCO - A state appellate court panel appeared dubious about getting involved in deciding whether California's medical malpractice payout cap should be raised during an oral argument session Wednesday.


The panelists seemed to favor passing the buck to Sacramento instead of finding the financial limit unconstitutional.
