Senate OKs Review of Courts-Martial

      After being court-martialed on what he says were trumped-up bad check charges, Navy veteran Norbert B. MacLean III was not allowed to take his appeal to the U.S. Supreme Court.
      Service members charged under the military justice system are, for the most part, locked out of the nation's highest court.
