      WASHINGTON - Plaintiffs' lawyers feared the worst three years ago when the Republican-controlled Congress and President Bush appointed a panel to study the future of the nation's antitrust laws.
      But the panel of distinguished lawyers pleasantly surprised some skeptics Tuesday with recommendations to leave existing statutes largely intact.
