WASHINGTON - Attorney General Janet Reno on Wednesday urged Congress to let the Independent Counsel Act expire at the end of June. Reno advocated a return to the pre-Watergate system that gave the Justice Department the power to investigate all but the "most exceptional of cases" against high government officials and gave the attorney general the power to appoint a special prosecutor in those cases.
