Juror No-Shows Don't Expect Penalty

Americans say they believe in the jury system - but large numbers of them, in California and elsewhere, routinely avoid jury service. Now, in the first major survey of those citizens who ignore the summons to jury duty, researchers say they have confirmed that the "no-shows" are indeed aware they have a civic duty to respond and even believe being a juror would be exciting.
