Appeals Court Gives Tribe A Say in Welfare of Infant

LOS ANGELES - Reversing its own earlier decision, a state appeals court ruled that child welfare authorities must prove that they notified an Indian tribe that a methamphetamine abuser could be a tribal member before taking his infant child away.
