SAN FRANCISCO - In a case that establishes a clear standard of review for the sentencing of juveniles in the federal system, the 9th U.S. Court of Appeals overturned a seven-year prison term Thursday for a 14-year-old American Indian convicted of sex abuse who had himself been the victim of sexual molestation.
