Test Scores Should Not Determine Destiny for Any Students

Forum Column - By Cheryl I. Harris - As we come to the close of the 50th anniversary of Brown v. Board of Education , there is both much to celebrate and much to despair of. According to recent reports, not only are primary and secondary schools deeply segregated in many parts of the nation, the number of black students admitted into colleges and universities also is either stagnant or declining.
