Judge Isn't Satisfied With Guilty Plea in Fraud Case

SAN FRANCISCO - A telecommunications company pleaded guilty to two felonies Wednesday for defrauding the federal government of millions of dollars set aside for underprivileged schools, but a federal judge said the deal might be insufficient to punish the company for such "egregious" conduct.
