Governor Skirts Senate With Controversial Labor Pick
Rachel Folberg put her law career on the line to testify in Sacramento against the appointment of her former boss, Robert A. Jones, to a top state job overseeing workforce policy issues. A month after the Senate scuttled Jones nomination, Gov.
