Judge Sets Tough Standard for Oil Cleanups

SAN FRANCISCO - Cooperating with a government pollution agency doesn't necessarily constitute adequate public notice of a cleanup, a Los Angeles federal judge has ruled in rejecting a landowner's bid for reimbursement for the project's cost.
