Forum Column By Kenneth J. Theisen The U.S. military generally has been subject to environmental-protection laws that were enacted to protect the U.S. environment and population. But in March 2003, the Pentagon proposed at a hearing before a subcommittee of the House Armed Services Committee that it be exempted from environmental-protection laws, such as the Clean Air Act, the Endangered Species Act and the Marine Mammal Protection Act.
