Council Enacts 'No-Touch' Rule for Strip Clubs

LOS ANGELES - Faced with an explosion of strip clubs, and militant opposition from neighborhood groups, the Los Angeles City Council this week enacted a stringent "no-touch" rule for adult businesses because a 25-year zoning effort to restrict them remains mired in federal court, lawyers said.
