Prop. 65 reform proposal disappoints business, rankles environmentalists

Changes to California's toxics-warning law have businesses feeling like they've gained little, while an expanded exemption for small businesses from lawsuits has environmentalists thinking twice about supporting a final bill.

SACRAMENTO - Business leaders are disappointed by the Brown administration's latest draft proposal to reform the state's toxics-warning law, released late Friday with only weeks left in the 2013 legislative session. Environmentalists haven't formally responded yet, but one representative said they have their own complaints about the proposal.
