California prepares for nonlawyers to practice law

California and Washington are embracing a new school of legal thought: that legal services will soon be delivered to the underserved at discount rates by nonlawyers.

SAN FRANCISCO - California's flirtation with licensing nonlawyers to perform some legal work was a hot topic at the American Bar Association's annual meeting Thursday. In a hotly debated discussion, panelists acknowledged that lawyers in the only state to try it were dragged to accept the program kicking and screaming.
