9th Circuit says no private right to sue banks under foreclosure law

The federal Protecting Tenants at Foreclosure Act, a 2009 effort to ease the pain of the housing bust, does not give individuals a private right to sue banks that have violated the terms of the statute, a 9th U.S. Circuit Court of Appeals panel held Tuesday.
