American Library Association , 2003 DJDAR 6824 (U.S. June 23, 2003), rejecting a facial challenge to the constitutionality of the Children's Internet Protection Act. Justices Sandra Day O'Connor, Antonin Scalia and Clarence Thomas joined in Chief Justice William H. Rehnquist's plurality opinion, with Justices Stephen G. Breyer and Anthony M. Kennedy concurring.
