State Sen. Roderick D. Wright, D-Inglewood, has proposed an alternative to Gov. Jerry Brown's controversial plan to shutter the state's 397 redevelopment agencies by reforming the agencies rather than getting rid of them. If adopted, it could stave off lawsuits from redevelopment advocates around the state.
