SAN FRANCISCO - Even violent radicals can become good citizens, a federal appeals court concluded Tuesday In a unanimous en banc opinion, the 9th U.S. Circuit Court of Appeals affirmed a district court's decision to grant citizenship to two Los Angeles men convicted of plotting to blow up the Turkish consulate in Philadelphia in 1982.
