Judge Clears Contractor of Racketeering Violations

SAN FRANCISCO - A federal judge has dismissed claims by the city of San Francisco that a peninsula contractor violated federal racketeering laws when it allegedly formed sham joint ventures to circumvent city ordinances designed to encourage the use of minority-owned businesses in public projects.
