Should State Grants be Tied to Smart-Growth Practices?

BY JOEL MILLER Much has been written about smart growth, and recent news media editorials urge the state Legislature to approve SB1521, introduced by Sen. Shiela Kuehl, D-Santa Monica, which encourages cities to adopt smart-growth practices. This bill was held in committee and never made it to the governor's desk. It is very likely, however, that in the Legislature's next session, a similar bill will be forthcoming.
