Panel Rejects Immigration Streamlining

SAN FRANCISCO - Justice Department officials who review immigration appeals cannot simply rubber stamp decisions by their own immigration judges in order to reduce a backlog of appeals, a 9th U.S. Circuit Court of Appeals panel ruled Tuesday.
