Property Owners Win Jury Trial Right in Takings Suits

SAN FRANCISCO - In an important victory for targets of land-use regulations, the U.S. Supreme Court ruled Monday that property owners are generally entitled to have juries, rather than judges, decide takings claims filed under Section 1983 of the federal civil rights law.
