9th Circuit Rules Municipalities Liable for Retaliatory Motives

SAN FRANCISCO - A federal appeals court has ruled that municipalities may be held liable for firing of employees if the instigators of the discipline had a retaliatory motive at the outset, even if the firings are later approved by a city official with no retaliatory motive.
