INS Announces New Rules for Refugees

SAN FRANCISCO - Hundreds of thousands of refugees from wartorn El Salvador and Guatemala - at least half of whom are thought to reside in California - received a boost toward ending their legal limbo in this country with new rules unveiled by the federal government Thursday.
