Is it time to re-appraise affirmative action?

I suggest two places to start for a re-examination of affirmative action and the rationales that underlie it. For a new affirmative action policy, California could look to the state of Texas. For a rationale, we can look to the U.S. Supreme Court's opinion in Grutter. Let's start first with Texas.
