An Obama administration initiative to better regulate nationally how debt collectors pursue their targets echoes problems laid bare in a California case currently before the 9th U.S. Circuit Court of Appeals.


In Washington, the Consumer Financial Protection Bureau has proposed tighter rules for collection agencies that currently seek repayment of debts by as many as 30 million Americans.
