Cities find new ways to increase revenues at expense of property owners

Housing starts throughout the Los Angeles area fell dramatically in nearly every month from January 2009 to December 2011. This year, housing starts in Los Angeles have made modest gains with the Building and Safety Department showing an increase in new construction of 8 percent from the same time last year. Despite this modest bit of good news, revenue for the city of Los Angeles is down in nearly every city category.
