Recess Appointments Will Stand

WASHINGTON - The U.S. Supreme Court on Monday sidestepped a politically charged dispute over one of President Bush's judicial nominees, declining to decide whether the president has the constitutional authority to fill judicial vacancies with temporary recess appointments while the U.S. Senate is on a short recess.
