Panel Frowns on Life Term for DMV Cheating

SAN FRANCISCO - A repeat offender serving a 26-year prison sentence for lying on a driver's license application will get a chance to argue the crime was not serious enough to count as a third strike after a split federal appeals panel sent the case back to a Riverside court for reconsideration.
