Lack of Federal Court Review Enables Prison Mismanagement

The latest U.S. Supreme Court case to address prison violence, Johnson v. California , 2005 DJDAR 2118, concerns an inmate's challenge to the California Department of Corrections policy of segregating inmates by race in double cells or the first 60 days each time they enter or transfer into a correctional facility within the system.
