Nothing Warm or Fuzzy About U.S. Judge Edward Garcia

SACRAMENTO - U.S. District Judge Edward J. Garcia has come a long way for someone who traveled a very short distance. Raised in the rough-and-tumble Alkali Flats neighborhood of Sacramento, bordered by railroad yards and the Sacramento River, he rose to become a federal judge where his 13th-floor corner chambers now overlook the old family home site.
