Foster Child's Death in L.A. System Haunts Blunt Jurist

LOS ANGELES - Tough guys don't cry. Though Albert Joseph Garcia promotes a tough-guy image, he doesn't quite fit the adage. The veteran Los Angeles Juvenile Court commissioner recently dropped his composure and wept as he talked about how much he cared about Misty Siegfried, a foster child who died March 8, 2002.
