Panel Remands Case on Screeners' Citizenship

LOS ANGELES - A federal appeals court in Los Angeles declined Tuesday to rule on whether lawful noncitizens are eligible to work as airport screeners under the country's tighter aviation security laws and, instead, sent the case back to the trial court for reconsideration.
