SAN FRANCISCO - Steve Hackett faced crushing debts and the loss of his livelihood when a 1990 timber harvest moratorium crippled his working Humboldt County ranch. Things got so bad, he feared he would lose the 4,000-acre property that had been in the family for four generations.
