Milk The System?

Forum Column - By Jonathan R. Macey - The U.S. Supreme Court's majority opinion in State Farm v. Campbell , 123 S.Ct. 1513 (2003), which held that punitive damages must be reasonable and proportionate to the harm to the plaintiff and to the general damages recovered, makes sense. The court interceded in an area in which state legislatures have the ability, but not the incentive, to legislate sensibly.
