SAN FRANCISCO - The economic malaise is driving down apartment rents in most Western markets outside Southern California, including Seattle, according to a quarterly survey.
The study by the Novato research firm RealFacts found the biggest discounts continued to occur in the Silicon Valley and the San Francisco metropolitan area, where rents have been shriveling since the dot-com bust.
