With Los Angeles facing tough times, new and renovated courthouses are important, but preserving access to justice comes first, writes Mayor Antonio Villaraigosa.

Times are tough in Los Angeles. We have had to make do with less and no one - including those who run our court system - is immune to the effects of the current economic recession. Incomes are down, unemployment is up, nest eggs are diminished, and many have lost their homes. The grim economic reality has torn at the fabric of families, communities, and governments alike.
