Mario Moreno, a Sacramento gardener, poured most of his money and free time into saving an old neighborhood grocery so he could turn it into his home, but the city demolished it before he could bring the building up to code.
City officials say they gave him ample time: five or six years, much longer than the usual 90-day period.
On the other side of town, church officials are trying to tear down...
