FAIRFIELD - Even though Judge Luis Villarreal celebrated his 20th year on the bench in November, he's still a long way from retirement. The 53-year-old Solano County Superior Court Judge was California's youngest jurist when Gov. Jerry Brown appointed him to the municipal court in 1982. In that time, he's seen more excitement than most lawyers do in their whole careers.
